Morpeth Flood Action Group forwarded its suggestions and concerns to all the bodies making up the Morpeth Flood Group, for a copy of them click HERE. We will be keeping an eye out for what is happening with it now that it is the responsibility of Northumberland County Council EPU. |
JBA report |

In the North East the Northumbria Local Resilience Forum (NLRF) is the government body responsible for ensuring that the community is warned about and protected and recovered from major incidents. The boundaries of the Northumbria Local Resilience Forum correspond with the Northumbria Police area. Flooding is one of the high risk dangers recognised by Northumberland’s Emergency Planners and Services.
The principal mechanism for multi-agency co-operation between Category 1 responders under the 2004 Civil Contingencies Act is the Local Resilience Forum chaired by Brian Hesler, Head of Northumberland Fire and Rescue Service.
Following the floods a detailed report was produced looking at how well the flooding and its consequences were dealt with, where improvements should be made, and what further action should be taken.

One of the recommendations of the report is that there should be a trial exercise as soon as possible by all the involved agencies. We understand that this is provisionally scheduled for shortly after the anniversary of the flood. As a group we are pressing for there to be representation of the community in this exercise, it is for our benefit so we must ensure that it works. |

JBA Consulting was commissioned by Castle Morpeth Borough Council to undertake an independent review of the flooding that occurred in the Borough on 6th and 7th of September 2008. The review involved consultations with organisations involved in the planning for, response to and recovery from the flood event and included a public consultation day held on 25th October 2008.
The aim of the review is:
“to reassure the public about the robustness of multi-agency flood planning, incident management and ongoing community recovery and restoration actions in the Borough of Castle Morpeth.” |

On 12th February the draft version of the report went to public scrutiny. Unfortunately four of the agencies who had made contributions to the report failed to attend. In the event only Castle Morpeth Borough Council officers and Northumbrian Water Ltd. officials were prepared to face scrutiny.
Morpeth Flood Action Group produced a list of questions for the meeting, these were submitted to the meeting and forwarded to the non-attending agencies.

We have not received written replies from Northumberland Fire and Rescue Service and Northumberland County Council. We did meet with them and were given a presentation and a tour of their facilities though.

Please note that G.O.N.E's perspective is very strategic and that whilst there is a different emphasis from the JBA report there is a great deal of commonality, and they complement and support each other. |
